Per a post over on Battle.net, a total of six Carbot-themed portraits and decals will be made available for for each race, and to earn them, all you have to do is Heart of the Swarm. Achieving levels 32 and 35 with Protoss, Terran, or Zerg will respectively award you with the decal and portrait specific to that race.
